01Overview
Investment discipline.
Operating perspective.
Jayy Duarah is an entrepreneur, investor, and U.S. Army veteran based in Dallas, Texas. His work spans commercial real estate, private investment, federal contracting, infrastructure, procurement, healthcare, and technology.
He is the Founder and Chief Executive Officer of Aspen Capital Group, a real estate investment platform focused principally on multifamily and select commercial assets, and Co-Founder and Chief Executive Officer of Dearborn One, a federal and institutional contractor serving public-sector and commercial customers nationwide.
Across both organizations, Duarah focuses on the identification, structuring, capitalization, and execution of complex opportunities. His approach combines investment discipline with an operating perspective—aligning capital, real assets, specialized capabilities, and strategic partners around clearly defined objectives.
He remains directly involved in investment decisions, corporate strategy, business development, strategic partnerships, and the long-term development of the businesses he leads.

02Business & Investment Leadership
ASPEN CAPITAL GROUP
Business & Investment Leadership
Duarah founded Aspen Capital Group as a commercial real estate investment platform with a principal focus on multifamily properties.
His experience spans the investment lifecycle, including opportunity identification, underwriting, acquisitions, capitalization, financing, asset strategy, operational improvement, investor relationships, and disposition planning.
His investment philosophy is centered on fundamental value creation. Rather than relying solely on market appreciation or financial engineering, he evaluates opportunities through the relationship among basis, capitalization, operating performance, market fundamentals, execution risk, and long-term value.
That philosophy has shaped his broader approach to entrepreneurship: capital is most effective when paired with operating capability, disciplined execution, and experienced partners.
CAPITAL → REAL ASSETS → INFRASTRUCTURE → MISSION
Build capability.
Create durable value.
A cross-sector operating model grounded in disciplined execution.
03Dearborn One
FEDERAL & INSTITUTIONAL MARKETS
Dearborn One
As Co-Founder and Chief Executive Officer of Dearborn One, Duarah leads the company’s corporate strategy, business development, strategic partnerships, and long-term expansion within the U.S. federal marketplace.
Dearborn One is an SBA-certified Service-Disabled Veteran-Owned Small Business (SDVOSB) and Veteran-Owned Small Business (VOSB) headquartered in Dallas, Texas.
The company supports federal, institutional, and commercial requirements through five principal capability areas.
Federal Real Estate & Build-to-Suit
Federal and institutional real estate pursuit support, site and asset strategy, lease-development coordination, healthcare facility planning, development-team alignment, and long-term facility lifecycle strategy.
Construction & Materials
Construction-material procurement, infrastructure and industrial supply, MRO sourcing, logistics coordination, receiving support, and project closeout documentation.
Pharmaceutical & Medical Supply
Pharmaceutical and medical-surgical sourcing through qualified channels, supply-assurance support, traceability, logistics, and documentation.
Information Technology & Health Informatics
Health informatics, systems integration, data and analytics, platform modernization, secure federal technology, cybersecurity, cloud, and compliance-readiness support.
Facility Services & Operations
Facility operations and maintenance support, custodial and specialty services, grounds, logistics, lifecycle coordination, and multi-site service support.
Duarah’s strategy for Dearborn One is deliberately partnership-driven. The company evaluates where it should lead directly, where specialized technical partners are required, and where participation within a larger prime-contractor team provides the strongest delivery structure.
The objective is not breadth for its own sake. It is to build an institutional federal contracting platform capable of assuming increasingly complex responsibilities while maintaining disciplined qualification, documentation, compliance, and accountability.
04Military Service
UNITED STATES ARMYA foundation
A foundation
of service.
Before entering business, Duarah served in the United States Army, entering military service through the Military Accessions Vital to the National Interest (MAVNI) program.
MAVNI was a Department of Defense recruiting initiative established to bring certain lawfully present non-U.S. citizens with strategically valuable language or healthcare capabilities into military service. Qualifying participants could also pursue expedited naturalization through their service.
Duarah served in logistics and transportation operations, where he developed an early foundation in operational discipline, accountability, logistics, preparation, and execution under defined standards.
His military experience continues to influence his approach to leadership. Across his businesses, Duarah places particular emphasis on clear responsibility, preparation before commitment, disciplined execution, and accountability for results.
His experience entering the Army through MAVNI—and subsequently serving as a U.S. Army soldier—also informs Dearborn One’s identity as a veteran-led organization operating in the federal marketplace.

05Leadership Philosophy
Disciplined growth,
not growth for its own sake.
Duarah’s approach to business is centered on disciplined growth rather than growth for its own sake.
Whether evaluating a real estate investment, federal procurement, strategic partnership, or new operating platform, he focuses on a consistent set of principles:
- 01Is the underlying opportunity fundamentally sound?
- 02Does the organization possess—or can it responsibly assemble—the capabilities required to execute?
- 03Is the capital structure appropriate?
- 04Are incentives aligned among the parties?
- 05Can the organization perform what it commits to?
- 06Does the opportunity create durable value rather than temporary scale?
This framework has led Duarah toward businesses and investments where multiple disciplines converge: capital and real assets; government and private enterprise; healthcare and technology; construction and procurement; and specialized operators working alongside larger institutional partners.
His emphasis is on building organizations that become more capable over time—not simply larger.

Duarah maintains an active role in the businesses he leads.
His responsibilities extend beyond executive oversight to major investment decisions, opportunity evaluation, capitalization strategy, partnership formation, and the development of new markets and operating platforms.
A recurring theme throughout his career has been the ability to operate across traditional industry boundaries.
Real estate can become healthcare infrastructure. Procurement can become a strategic component of construction execution. Technology can become part of healthcare delivery. Veteran entrepreneurship can become a platform for larger federal and institutional partnerships.
