Technology requirements are bounded before they are priced.

The department supports health informatics, systems integration, data and analytics, platform modernization, secure federal technology, cybersecurity, cloud, and compliance-readiness requirements for federal agencies, prime contractors, healthcare organizations, and institutional clients.

Work is scoped so that a single package can be bounded, priced, staffed through qualified delivery resources, and documented on its own — independent of the rest of a larger programme.

Accountability

Dearborn One’s delivery role

Dearborn One is the accountable party for the package it holds. It reads the requirement as issued, defines the roles of primes, manufacturers, resellers, licensed professionals, subcontractors, and specialty partners in writing, qualifies each delivery resource against the solicitation, and coordinates pricing, delivery, documentation, and closeout.

Pricing follows qualification, not the reverse. Where the record is ambiguous, the ambiguity is documented and raised rather than resolved by assumption.

Boundaries

Qualified-partner boundaries

Dearborn One represents capabilities, registrations, licenses, certifications, facilities, product authorizations, bonding, security credentials, and professional qualifications only where held directly or through a specifically identified and qualified project partner.

Technical certifications, product authorizations, hosting authorizations, and security credentials associated with a requirement are held by the identified partner or manufacturer for that requirement. They are not represented as Dearborn One’s direct qualifications, and the responsible party is named before any commitment is made.

Documentation & Quality Control

Evidence is captured as the work is performed.

Documentation requirements are identified during structuring so that evidence is captured as work is performed rather than reconstructed at the end of the engagement.

Where a substitution is permitted, the permission, the basis, and the approval sit in the same file as the delivery record.

Prime Contractors

A package a prime can assign, review, and evidence on its own.

A prime can carve out a bounded technology package, hold one line of accountability for it, and review its evidence independently of the rest of the effort. Interfaces with the prime and with other subcontractors are defined before commitments are made.

Small business and SDVOSB participation is credible when it is tied to work that is actually performed and separately documented. That is the only basis on which this department accepts a package.
